Tree Removal in Blue Haven
State vegetation mapping shows Wyong Paperbark-Woollybutt Swamp Forest inside Blue Haven, a forest type the State's classification says is restricted to the Wyong district and relates to an endangered floodplain community. Before a paperbark or woollybutt on a low, damp lot is taken out under one of Council's exemptions, it is worth knowing which community it belongs to.

Tree Removal around Blue Haven
BioNet, the State's vegetation classification, describes the type as mostly growing on seasonally inundated ground below about 10 metres above sea level, and links it to Swamp Sclerophyll Forest on Coastal Floodplains, which is listed as endangered. The mapping is a regional model: it shows where the type is likely to be, not what grows on a given lot. That is why the tree's identity comes before the paperwork.
Parts of Blue Haven are also on the State's Biodiversity Values Map, and on that land Council's tree chapter does not apply to removals: approval comes through the state's biodiversity offsets scheme, from the Native Vegetation Panel. The map is public, and checking it first saves applying to the wrong body.
Permits and Central Coast Council rules
On an ordinary Blue Haven lot off the mapped land, Council's permit applies to any tree 3 metres or taller unless an exemption fits, and costs $245 for up to two trees in 2026-27, excluding GST. A dead tree can come out without a permit if the landowner keeps a Trade or Consulting arborist's written record for six months, but not if it is part of an endangered community.
